Landlords urged to prepare for new national rental property register

Landlords across England will soon need to register themselves and each of their rental properties on a new national database, starting in the West Midlands on 15 December 2026.
The ‘Register your rental property’ service forms part of the second phase of the Renters’ Rights Act 2025 and applies to landlords of assured or regulated tenancies.
There is an annual fee of £65 per property and registration must be renewed each year, with landlords who fail to register at risk of being fined.
A staggered regional rollout
The service will be introduced region by region on a rolling monthly basis. Once the rules apply in a region, landlords have three months to register before councils can take enforcement action.
Deadlines are based on where the property is located, rather than where the landlord lives.
A London-based landlord with a property in Birmingham, for example, must meet the West Midlands deadline of 14 March 2027.
The rollout finishes in the South West, where the deadline is 14 November 2027, while London landlords have until 14 October 2027.

Landlords can register early if they wish and the fee will be pro-rated so early registrants do not pay more.
What you will need
Registration requires a GOV.UK One Login. Landlords must provide their own details and information on each property, including the number of bedrooms and occupants, the rent charged, whether utilities are included and whether any HMO or selective licence applies.
Landlords will also need to upload the gas safety record, the Electrical Installation Condition Report, the most recent Energy Performance Certificate and details of any Minimum Energy Efficiency Standards exemption.
Landlords using a letting agent must still start the registration themselves, although agents can upload certain information on their behalf.
For now, only properties that are currently let or become let during the rollout need to be registered.
Future legislation will extend this to empty properties before they are marketed, with unique landlord and property identifiers required on adverts.
